New reporting and interviews with Republican leaders have clarified House Republicans’ intent to use threats to block an increase to the debt limit – which could lead to a default and a major economic crisis – subject to demands for policy concessions.

The Bipartisan Policy Center projects that the debt limit will need to be raised in the third quarter of 2023. Congress’ Joint Economic Committee, chaired by Rep. As we all remember, the debt limit was one of the bruising battles of the Obama presidency under then Speaker John Boehner. The U.S. government’s credit rating was downgraded for the first time ever following that 2011 debacle, but GOP lawmakers apparently are ready to try again in order to force “structural changes” to popular entitlement programs including Social Security and Medicare.
Here’s McCarthy on the debt limit:
“You can’t just continue down the path to keep spending and adding to the debt. And if people want to make a debt ceiling [for a longer period of time], just like anything else, there comes a point in time where, okay, we’ll provide you more money, but you got to change your current behavior. Where can we make the economy grow stronger?”
We reminded McCarthy that he didn’t pitch these debt limit battles during the Trump era, during which the GOP ran up $7 trillion in new debt in only four years, including pandemic relief funding. Congress raised the debt ceiling three times during Trump’s presidency. Republicans only hold the borrowing cap hostage when Democrats are in the White House. McCarthy countered that President Joe Biden and congressional Democrats have spent too much money, in his view.
We asked McCarthy if he intended to try to reform entitlements as part of the debt ceiling debate. McCarthy said he wouldn’t “predetermine” anything.

The four Republicans interested in serving as House Budget Committee chairman in the next Congress said in interviews that next year’s deadline to raise or suspend the debt ceiling is a point of leverage if their party can win control of the House in the November midterm elections.

If Congress doesn’t raise or suspend the debt limit by the deadline, the federal government would default on payments officials had already agreed to make. Treasury Secretary Janet Yellen warned during 2021 negotiations that a default would be “a catastrophe” and could cause a financial crisis.
“The debt limit is clearly one of those tools that Republicans — that a Republican-controlled Congress — will use to make sure that we do everything we can to make this economy strong,” said Rep. Jason Smith (R-Mo.) , the ranking member of the House Budget Committee. He’s seeking the top GOP spot on the tax-writing Ways and Means Committee but said if he doesn’t get it, he’ll remain in his Budget Committee position.
Reps. Jodey Arrington (R-Texas), Buddy Carter (R-Ga.), and Lloyd Smucker (R-Pa.) are seeking the top spot on the Budget Committee if Smith gets the Ways and Means role. Those three agreed Republicans must use the debt-limit deadline to enact fiscally conservative legislation. Rep. Kevin Hern (R-Okla.), head of the Republican Study Committee’s Budget and Spending Task Force, also said the upcoming debt-limit deadline is “obviously a leverage point.”

House Minority Leader Kevin McCarthy (R-Calif.) said that if Republicans win control of the House the GOP will use raising the debt limit as leverage to force spending cuts — which could include cuts to Medicare and Social Security — and limit additional funding to Ukraine.

House Minority Whip Steve Scalise, a Louisiana Republican, on Sunday was confronted over potential voter discontent with the GOP’s plans for Medicare.
Representative Scalise appeared on Fox News Sunday to discuss the upcoming midterm elections. As the minority whip, he is considered to be the second-highest-ranking Republican in the House.
As soon as his interview began, host Shannon Bream pressed Scalise over the party’s plans for Medicare and Social Security should they regain the House majority in this year’s midterms. Bream presented the lawmaker with a message from a concerned Fox News viewer, who characterized the GOP’s plan for Medicare as a potential “betrayal.”
“He’s a Republican, he’s very worried about you cutting his Medicare,” Bream said as she relayed the message she purported to have received on Twitter. “He says it’s a dealbreaker and a betrayal by the GOP.”
In June, the Republican Study Committee, of which Scalise is a member, released a budget plan that included numerous suggested reforms for Medicare and Social Security, including raising the eligibility ages for each program to 67 and 70, respectively. The proposal further called for withholding payments for individuals who retire early or had a certain level of income, and also suggested using private funding sources for Social Security to lower income taxes.

Democrats in Congress succeeded in keeping these devastating benefit cuts out of the short-term “fiscal cliff” deal. Unfortunately, important leverage was also lost. In this chart, the RED lines on the left side – the ones that keep doing DOWN – show what happened to jobs under the policies of Bush and the Republicans. We were losing lots and lots of jobs every month, and it was getting worse and worse. The BLUE lines – the ones that just go UP – show what happened to jobs when the stimulus was in effect. We stopped losing jobs and started gaining jobs, and it was getting better and better.
The leveling off on the right side of the chart shows what happened as the stimulus started to wind down: job creation leveled off at too low a level.
It looks a lot like the stimulus reversed what was going on before the stimulus. We have gone from losing around 850,000 jobs a month to gaining over 200,000 jobs a month.
Conclusion: THE STIMULUS WORKED BUT WAS NOT ENOUGH!

Actually This Reduced Spending And Lower Deficit Have Hurt The Economy
Government spending is literally, by definition, the things that government does to make our lives better. People have been tricked into thinking that government spending is somehow bad. The billionaires and giant corporations spread this nonsense around because they are greedy and just want their taxes lower. The top income tax rate used to be more than 90 percent and the top corporate tax rate used to be more than 50 percent. That was back when we built this country’s great infrastructure, had good schools and defended the world against the Soviet Union. We also had higher economic growth and a growing middle class.
Government spending does not “take money out of the economy.” In fact it puts money into the economy, creates jobs and lays the foundation for future prosperity. Trump constantly watches Fox News, tweets out claims he hears on the network, reportedly speaks regularly with Sean Hannity, and gives the majority of his interviews to Fox News. World leaders as well as members of Congress quickly learned that one of the best ways to communicate a message to Trump is to say it on Fox News”.
Why Are Conservatives More Susceptible to Believing Lies?
It’s not just misinformation gained from too many hours listening to Fox News, either.

Part of the problem is widespread suspicion of facts—any facts. The mistrust has in part, at least, been deliberately inculcated. The fossil fuel industry publicizes studies to confuse the climate change debate; Big Pharma hides unfavorable information on drug safety and efficacy; and many schools in conservative areas teach students that evolution is “just a theory.” The public is understandably confused about both the findings and methods of science. “Fake news” deliberately created for political or economic gain and Donald Trump’s claims that media sites that disagree with him are “fake news” add to the mistrust.

But, the gullibility of many on the right seems to have deeper roots even than this. That may be because at the most basic level, conservatives and liberals seem to hold different beliefs about what constitutes “truth.” Finding facts and pursuing evidence and trusting science is part of liberal ideology itself. For many conservatives, faith and intuition and trust in revealed truth appear as equally valid sources of truth.
Psychologists have repeatedly reported that self-described conservatives tend to place a higher value than those to their left on deference to tradition and authority. They are more likely to value stability, conformity, and order, and have more difficulty tolerating novelty and ambiguity and uncertainty. They are more sensitive than liberals to information suggesting the possibility of danger than to information suggesting benefits”.

Roger Eugene Ailes is president of Fox News Channel, and chairman of the Fox Television Stations Group. Ailes was a media consultant for Republican presidents Richard Nixon, Ronald Reagan, and George H. W. Bush and for Rudy Giuliani’s first mayoral campaign (1989).
Per an article at gawker, a memo entitled “A Plan for Putting the GOP on TV News,” buried in the the Nixon library details a plan between Ailes and the White House to bring Pro GOP stories to television networks around the country. (see gawker complete story)
Republican media strategist Roger Ailes launched Fox News Channel in 1996, ostensibly as a “fair and balanced” counterpoint to what he regarded as the liberal establishment media. But according to a remarkable document buried deep within the Richard Nixon Presidential Library, the intellectual forerunner for Fox News was a nakedly partisan 1970 plot by Ailes and other Nixon aides to circumvent the “prejudices of network news” and deliver “pro-administration” stories to heartland television viewers.
The memo—called, simply enough, “A Plan For Putting the GOP on TV News”— is included in a 318-page cache of documents detailing Ailes’ work for both the Nixon and George H.W. Bush administrations that we obtained from the Nixon and Bush presidential libraries. Through his firms REA Productions and Ailes Communications, Inc., Ailes served as paid consultant to both presidents in the 1970s and 1990s, offering detailed and shrewd advice ranging from what ties to wear to how to keep the pressure up on Saddam Hussein in the run-up to the first Gulf War.
The documents—drawn mostly from the papers of Nixon chief of staff and felon H.R. Haldeman and Bush chief of staff John Sununu—reveal Ailes to be a tireless television producer and joyful propagandist. He was a forceful advocate for the power of television to shape the political narrative, and he reveled in the minutiae constructing political spectacles—stage-managing, for instance, the lighting of the White House Christmas tree with painstaking care. He frequently floated ideas for creating staged events and strategies for manipulating the mainstream media into favorable coverage, and used his contacts at the networks to sniff out the emergence of threatening narratives and offer advice on how to snuff them out—warning Bush, for example, to lay off the golf as war in the Middle East approached because journalists were starting to talk. There are also occasional references to dirty political tricks, as well as some positions that seem at odds with the Tea Party politics of present-day Fox News: Ailes supported government regulation of political campaign ads on television, including strict limits on spending. He also advised Nixon to address high school students, a move that caused his network to shriek about “indoctrination” when Obama did it more than 30 years later.
The Idea Behind Fox News Channel Originated in the Nixon White House
“A Plan for Putting the GOP on TV News” (read it here) is an unsigned, undated memo calling for a partisan, pro-GOP news operation to be potentially paid for and run out of the White House. Aimed at sidelining the “censorship” of the liberal mainstream media and delivering prepackaged pro-Nixon news to local television stations, it reads today like a detailed precis for a Fox News prototype. From context provided by other memos, it’s apparent that the plan was hatched during the summer of 1970. And though it’s not clear who wrote it, the copy provided by the Nixon Library literally has Ailes’ handwriting all over it—it appears he was routed the memo by Haldeman and wrote back his enthusiastic endorsement, refinements, and a request to run the project in the margins.
The 15-page plan begins with an acknowledgment that television had emerged as the most powerful news source in large part because “people are lazy” and want their thinking done for them:
Today television news is watched more often than people read newspapers, than people listen to the radio, than people read or gather any other form of communication. The reason: People are lazy. With television you just sit—watch—listen. The thinking is done for you.
With that in mind, the anonymous GOP official urged the creation of a network “to provide pro-Administration, videotape, hard news actualities to the major cities of the United States.” Aware that the national television networks were the enemy, the writer proposed going around them by sending packaged, edited news stories and interviews with politicians directly to local television stations.
This is a plan that places news of importance to localities (Senators and representatives are newsmakers of importance to their localities) on local television news programs while it is still news. It avoids the censorship, the priorities, and the prejudices of network news selectors and disseminators.
This was before satellite, so the idea was that this GOP news outlet would record an interview with a Republican lawmaker in the morning, rush the tape to National Airport via truck, where it is edited into a package en route, and flown to the lawmaker’s district in time to make the local news. Local stations, the writer surmised, would be happy to take the free programming. The plan is spectacularly detailed—it was no idle pipe dream. The writer estimated that it would cost $310,000 to launch and slightly less than that to run each year, sketched out a 9 a.m. to 6 p.m. schedule with shooting times, editing times, flight times, and arrival times, and estimated that the editing truck—”Ford, GMC, or IHS chassis; V8 engine; 5 speed transmission; air conditioning; Weight: 22,000GVW”—could be “build from chassis in 60 days.” In other words, they were serious.
In a Rolling Stone story, Tim Dickinson tells how onetime Nixon henchman Roger Ailes built Fox News into the most profitable propaganda machine in history. Ailes has amassed enormous power in the Republican Party – and the country – by pioneering a new form of political campaign, one in which Fox functions as a “giant soundstage created to mimic the look of a news operation,” disguising GOP talking points as journalism.

Leaked Video: Dark Money Group Brags About Writing GOP Voter Suppression Bills Across the Country
In a private meeting last month with big-money donors, the head of a top conservative group boasted that her outfit had crafted the new voter suppression law in Georgia and was doing the same with similar bills for Republican state legislators across the country. “In some cases, we actually draft them for them,” she said, “or we have a sentinel on our behalf give them the model legislation so it has that grassroots, from-the-bottom-up type of vibe.”
The Georgia law had “eight key provisions that Heritage recommended,” Jessica Anderson, the executive director of Heritage Action for America, a sister organization of the Heritage Foundation, told the foundation’s donors at an April 22 gathering in Tucson, in a recording obtained by the watchdog group Documented and shared with Mother Jones. Those included policies severely restricting mail ballot drop boxes, preventing election officials from sending absentee ballot request forms to voters, making it easier for partisan workers to monitor the polls, preventing the collection of mail ballots, and restricting the ability of counties to accept donations from nonprofit groups seeking to aid in election administration.
All of these recommendations came straight from Heritage’s list of “best practices” drafted in February. With Heritage’s help, Anderson said, Georgia became “the example for the rest of the country.”

VanDyke has a long history of extremist anti-LGBTQ rhetoric and actions. As a student at Harvard Law School, he wrote an op-ed claiming same-sex marriage would “hurt families and consequentially children and society.” At his hearing, VanDyke was provided with an opportunity to address his previous statements regarding same-sex marriage, specifically as to whether same-sex marriage damaged children. He pointedly refused to answer. VanDyke also refused to respond to Senators’ inquiries as to his legal approach to the intersection of LGBTQ rights and religious liberty. Emails from him reveal a Solicitor General who had little interest in engaging in the daily tasks of the office and instead an ideologue committed to advancing a political agenda.
Supreme Court Justice Brett Kavanaugh may have escaped the kind of scrutiny that was warranted for a SCOTUS judge during his confirmation, but that doesn’t mean that he’s off the hook. Per the above article: “A Democratic Congress and a future Democratic president could remove Kavanaugh from the Supreme Court if they wanted without needing to impeach him. There are two other ways to kick a sitting justice off the court – neither of which requires a supermajority.
In the first, a new president would nominate and the Senate would confirm by majority vote a justice – in this case Kavanaugh – to a different post on an intermediate court of appeals (say the D.C. Circuit, where Kavanaugh formerly served). The justice would, in effect, be demoted.
It finds support in an 1803 Supreme Court case called Stuart v. Laird. The fading Federalist Party of John Adams had created 16 new federal judgeships in 1801 – in part to spare Supreme Court justices from having to “ride the circuit” and hear regional appellate cases. Thomas Jefferson’s Democratic-Republicans triumphed at the polls and abolished the new positions in 1802.
The second alternative method of relieving a justice of his or her duties. In a 2006 article in the Yale Law Journal, two scholars (conservatives, as it happens), Saikrishna Prakash and Steven D. Smith, amassed historical evidence that the Framers understood the “good behavior” standard to be judicially, rather than just politically, enforceable.
They pointed out that judicial removal proceedings were used in English law in the 1780s, and were included in the New York, South Carolina and Massachusetts pre-1787 constitutions. Moreover, they noted, “good behavior” was included by the Continental Congress as a standard in the 1787 Northwest Ordinance for courts in the territories – before there were a separate House and Senate to conduct an impeachment.
As (roughly) proposed in the Yale article, Congress could pass a statute authorizing a specially constituted bench of federal judges – say, five randomly drawn judges – to determine whether a particular judge (here, Kavanaugh) had violated the “good behavior” standard. That special bench could hold a hearing and, if convinced by the evidence, make the requisite finding to trigger exit from the bench. This approach wouldn’t require a congressional supermajority. It would need a presidential signature.
Current federal law contains a trace of this mechanism. When a judge is convicted of a felony, whether in state or federal court, the law now states that he or she “shall not hear or decide cases” unless a council of judges decides otherwise. To be sure, the judge keeps a salary in the interim. But the judge is effectively sidelined – as completely as if he or she were impeached.
The creation of a new vehicle for judicial peer review seems to be the optimal option, as it would create a nonpartisan, procedurally robust device for disciplining judges.
Supreme Court justices right now have no real supervisors when it comes to ethics, and impeachment has come to seem excessively partisan. A standing body, available for all cases of misconduct – not just a ticket for one ride only – would resolve that problem, no matter who the appointing president.

President Donald Trump has an Achilles’ heel when it comes to Russia. Over the years, he’s made no secret that he has a soft spot for the country and its authoritarian leader, President Vladimir Putin. Here’s a breakdown of 37 occasions when Trump was soft on Russia or gave Putin a boost.

Trump has repeatedly praised Putin
While he was a private citizen, during his 2016 campaign and throughout his presidency, Trump has showered Putin with praise. He said Putin was “so nice,” he called Putin a “strong leader” and said Putin has done “a really great job outsmarting our country.” Trump also claimed he’d “get along very well” with Putin. Few, if any, Western leaders have echoed these comments.
Trump hired Manafort to run his campaign
Trump raised eyebrows in spring 2016 when he hired GOP operative Paul Manafort to run his presidential campaign. Manafort spent a decade working for pro-Russian politicians and parties in Ukraine and cultivated close relationships with Putin-friendly oligarchs. Manafort is currently in prison for, among other things, evading taxes on the $60 million he made from his Ukraine consulting.
Trump suggested Russia can keep Crimea
Trump said Putin did “an amazing job of taking the mantle” when Russia annexed Crimea in 2014. During the presidential campaign, Trump broke with US policy and suggested he was OK if Russia kept the Ukrainian territory. He repeated a Kremlin talking point, saying, “The people of Crimea, from what I’ve heard, would rather be with Russia than where they were.”
Trump aides softened GOP platform on Ukraine
Ahead of the 2016 Republican National Convention, Trump campaign aides blocked language from the party platform that called for the US government to send lethal weapons to Ukraine for its war against Russian proxies. Mueller investigated this for potential collusion but determined the change was not made “at the behest” of Russia. (The Trump administration ultimately gave lethal arms and anti-tank weapons to the Ukrainian military.)
Trump made light of Russian hacking
Throughout the 2016 campaign, Trump cast doubt on the US government assessment that Russia hacked the Democratic National Committee and Democratic nominee Hillary Clinton’s campaign chairman. At a news conference in July 2016, he even asked Russia to hack more, saying, “Russia, if you’re listening, I hope you’re able to find the 30,000 emails that are missing,”
Trump denied that Russia interfered in 2016
The Office of the Director of National Intelligence, the FBI, the CIA, the National Security Agency, the Justice Department and the Senate Intelligence Committee all confirmed that Russia interfered in the 2016 election to help Trump. But Trump has repeatedly rejected this view, and publicly sided with Putin at the Helsinki summit in 2018, saying he accepted Putin’s denials.
Trump transition undermined Russian sanctions
After the election, the Trump transition team asked Russia not to retaliate against new US sanctions imposed by then-President Barack Obama. The sanctions were meant to punish Russia for interfering in the election, but then-Trump aide Michael Flynn asked the Russian ambassador not to escalate the situation so they could have a good relationship once Trump took over.
Trump was open to lifting Russian sanctions
Days before his inauguration, Trump told The Wall Street Journal that he was open to lifting sanctions on Russia. He said: “If you get along and if Russia is really helping us, why would anybody have sanctions if somebody’s doing some really great things?” Putin has tried for years to persuade the US and European countries to end crippling sanctions on Russia’s economy.
Trump refused to say Putin is a killer
Bucking other US leaders, Trump has dismissed credible allegations that Putin uses violence against his opponents. Trump said in 2015, “I think it would be despicable if that took place, but I haven’t seen any evidence that he killed anybody, in terms of reporters.” Asked again in February 2017, Trump deflected, saying, “There are a lot of killers. Do you think our country is so innocent?”
Trump mulled giving spy compounds to Russia
The Washington Post reported in May 2017 that the Trump administration considered returning two diplomatic compounds to Russia. The Obama administration expelled Russian diplomats and seized the compounds in New York and Maryland after the 2016 election, claiming they were used for “intelligence” purposes. The compounds were never returned to Russia.
Trump gave Russia classified intelligence
In a shocking move during the early months of his presidency, Trump shared highly classified intelligence with two senior Russian officials during an Oval Office meeting in May 2017. The intelligence, which was about ISIS, was sensitive enough that it could have exposed a vulnerable source. The unplanned disclosure by Trump rattled even many of his Republican allies.
Trump was reluctant to sign Russian sanctions
Lawmakers passed a bipartisan bill in July 2017 imposing new sanctions against Russia, even though Trump administration officials reportedly tried to water down the language. Trump reluctantly signed the bill, but said the new law contained “clearly unconstitutional provisions.” Trump had little choice in the matter because the bill had passed with veto-proof majorities. (The Treasury Department followed up with several rounds of hard-hitting sanctions.)
Trump thanked Putin for expelling US diplomats
Trump thanked Putin for expelling hundreds of US diplomats from Russia in August 2017, saying, “I want to thank him because we’re trying to cut down our payroll.” Putin kicked out the officials to retaliate for US sanctions. Trump’s view conflicted with the State Department, which said the mass expulsion was “uncalled for.” (Trump later said he was being sarcastic.)
Trump criticized and alienated NATO allies
Trump has repeatedly attacked NATO, aligning himself with Putin, who wants to weaken the alliance. Trump said NATO was “obsolete,” rattling European leaders. At his first NATO summit, Trump scolded other countries for not spending enough on defense and declined to commit to NATO’s mutual defense pledge. (Trump later said he supported the mutual defense provision.)
Trump eased sanctions on Deripaska
In January 2019, the Trump administration lifted sanctions on three Russian companies tied to Oleg Deripaska, a Russian oligarch with close ties to Putin. The Treasury Department had sanctioned Deripaska and the companies over his support for Russian interference in the 2016 election. In a bipartisan rebuke, 11 Senate Republicans supported a Democratic resolution calling for the sanctions to remain.
Trump congratulated Putin on his sham election
Ignoring the advice of several top national security aides, Trump congratulated Putin on his March 2018 reelection victory. Putin got 77% of the vote, but Western observers declared that the election “lacked genuine competition” and took place in an “overly controlled legal and political environment.” Trump’s critics said he had given the election legitimacy it did not deserve.
Trump defended USSR invasion of Afghanistan
During a January 2019 Cabinet meeting, Trump defended the Soviet Union’s invasion of Afghanistan. He said the Soviet Union “was right” to invade in 1979 because “terrorists were going into Russia.” The comments puzzled many observers, who noted that the Soviets invaded to bolster a communist government and the US had backed Afghan militants who fought the Soviets.
Trump praised pro-Russian leaders in Europe
On several occasions, Trump has praised controversial far-right European leaders who have been shunned by most US officials because of their close ties to Putin. Trump met at the White House with Hungarian Prime Minister Viktor Orban, a top Kremlin ally. He praised the campaign of French politician Marine Le Pen, whose party previously got millions from a Russian bank.
Trump didn’t publicly condemn Russian attack
According to congressional testimony, Trump declined to publicly condemn a Russian attack against Ukrainian military vessels in November 2018, even though the State Department prepared a statement for him. Secretary of State Mike Pompeo criticized Russia’s “dangerous escalation.” The White House didn’t say anything, but Trump canceled a meeting with Putin.
Trump wanted to let Russia back in the G7
Breaking with American allies, Trump repeatedly called for Russia to be invited back into the Group of Seven. Russia was suspended from the working group of leading industrial nations in 2014 after Putin annexed Crimea. At this year’s G7 summit in France, Trump pressed the other leaders to include Russia next year. They balked at the request, which would have been a huge benefit to Putin without any concessions.
Trump’s Syria withdrawal gave Putin a boost
Trump announced in October 2019 that US troops were withdrawing from northern Syria. The abrupt move cleared the way for Turkey to conquer territories previously controlled by the US and allied Kurdish militias.
